Regional Playback Control = RPC
How to disable it and have a region free system:
TWO steps are needed:
Step 1 - Make the DVD-ROM drive region free:
Choose the correct utility for your drive CAREFULLY :
LtnRPC - all Liteon and Jlms drives including OEM and rebadged except for the 122 and 163 family of drives.
Rpcde2 - 122, 163, 165, 166 and 167 drives, including OEM and rebadged. DO NOT use on other drives!
WARNING: DO NOT USE Rpcde2 on DVDRW (burners) and combo CDRW/DVD drives!!!

- Run the utility, select the CORRECT drive in the drop menu and press "DISABLE"
- That's it! the drive's region protection is now disabled!
RPC can be enabled again with the "Enable" button of the utility.
If and when the firmware is replaced (flashed), you may have to run the utility once more.
To confirm the drive is indeed region free, use DISCInfo or DriveRegionInfo or Nero InfoTool

Step 2 - Bypass the region protection of Windows and the playback software
Once your drive is region free, you still have to bypass the region protection of Windows and the playback software!
This is where you use tools like DVD Region Killer (highly recommended) or DVD Genie (both freeware)
A combimation that works for all Windows versions is Cyberlink PowerDVD + DVD RegionKiller.
Don't use Windows MediaPlayer for DVD playback.
Important: RegionKiller fools the system to believe the drive is region protected!
Disable it if you want to check up drive status with DISCInfo, DriveRegionInfo or CdvdInfo.
New: As of version 2.61 RegionKiller has its own drive RPC status checker. Handy!

Addendum: The good old R1211 utility:
The 122/163 range of drives can also be made region free with the older utility R1211. It does NOT work for other drives!
R1211 runs in real DOS mode, which might be preferable in some situations. For further details go here.
